In India, Government Jobs are classified into three groups namely Group A, Group B.

In India, Government Jobs are classified into three groups namely Group A, Group B, and Group C based on the level of responsibility, work and designation of the Government Job. In the case of the Central Government posts, previously the government posts were classified under the following groups: A, B, C and D; now the old group D has been merged with group C as per recommendations of the Sixth Central Pay Commission. Typically, the Group A posts are senior administrative and professional, Group B posts are supervisory, and Group C posts are clerical, technical and operative.

What is the Difference Between Group A, B, C and D Jobs?

There are differences in terms of responsibilities in their job, their authority, the amount of qualification, recruitment procedures, their salary scale and their avenues of promotion.

1. Group A Government Jobs

Group A jobs are normally the highest-level direct recruiting jobs in government services. Employees who work in these posts perform critical administrative, technical, financial, regulatory or policy functions.

  • Technical Group A posts require engineering, medical or other specialized degrees.

  • Age limitations and other criteria vary based on recruiting notification.

Salary:

  • Most of the initial Group A Central Government jobs start with Pay Level 10.

  • Pay Level 10 starts with a base salary of ₹56,100 as per the 7th CPC pay matrix.

  • Higher ranking employees can advance to higher pay levels through career advancement.

2. Group B Government Jobs

The postings in Group B usually lie somewhere between Group A and Group C when it comes to hierarchy and accountability. These positions can vary based on the department that requires the individual in any of the following roles of supervision, inspection, administration, technical, and enforcement.

Examples are:

  • Section Officer-grade positions

  • Assistant Section Officer position in eligible services

  • Inspector posts in various departments

  • Junior Engineer posts in some departments

  • Sub-Inspector grade posts in some organizations

  • Others

Eligibility:

  • Generally, graduation is required for most Group B positions.

  • Diploma or technical qualifications are needed for technical jobs.

  • Some posts can have SSC, UPSC, State PSCs, or departmental examinations.

Salary:

  • There is no standard salary for Group B employees.

  • The pay depends on the job along with Pay Matrix Level allotted.

3. Group C Government Jobs

Group C consists of an extremely large number of government positions related to clerical, technical, operational and field-level government jobs. Such positions are the most commonly sought after in government jobs due to the recruitment process for people having varying levels of education.

Examples include:

  • Lower Division Clerk / Junior Secretariat Assistant

  • Data Entry Operator

  • Stenographer

  • Tax Assistant

  • Technical positions in Railway

  • Technicians

  • Multi-Tasking Staff (MTS)

  • Various clerical and departmental positions

Eligibility requirements may be:

  • Class 10

  • Class 12

  • ITI

  • Diploma

  • Graduation

  • Specialized technical requirements

It thus becomes clear that group C is not related to a specific level of education or pay scale. It varies with the specific position.

4. What About Group D Government Jobs?

According to history, the Group D category in the Central Government has been classified as one among the A, B, C and D categories.

But after the recommendations of the Sixth Central Pay Commission, the Group D category in the Central Government has been combined with the Group C category. According to the Seventh CPC report, the present arrangement of the Central and State Government categories is in three broad groups of A, B and C and previously there used to be four groups before the Sixth CPC came into operation.

The following categories used to come under Group D traditionally:

  • Peon

  • Chowkidar

  • Helper

  • Safaiwala

  • Mali

  • And other similar categories

Presently, similar categories of posts in the Central Government may fall in Group C.

Main Differences 

Group A

  • The highest amongst the four most common group categories.

  • Typically includes a great deal of responsibility that is administrative, technical, or professional.

  • Usually necessitates graduation or any kind of professional qualification.

  • The method of recruitment includes UPSC or other specialised competitive examinations.

  • Great scope of promotion to higher administrative positions.

  • Average salary is relatively high as compared to the lower group, particularly in senior posts.

  • May have considerable supervisory and decision-making responsibilities.

Group B

  • Typically, the mid-level category of government service.

  • Involves supervisory, executive, inspecting and technical responsibilities.

  • Typically requires graduation or diploma or specialised qualification.

  • Method of recruitment includes SSC, UPSC, State PSCs, and departmental methods.

  • Varies significantly in terms of pay based on the post and Pay Matrix Level.

  • Some Group B posts are Gazetted, while others are non-gazetted.

Group C

  • Consists of a variety of clerical, technical, operational and field level positions.

  • Eligibility can be from Class 10 and goes to graduation or technical qualifications.

  • The recruitment process can be done through SSC, Railways, State recruitment agencies and concerned departments.

  • The pay will be based on the position and Pay Matrix Level.

  • The promotion will be based on the departmental guidelines and cadres.

  • Several popular examinations for government jobs provide posts in Group C.

Group D

  • It was earlier the lowest classification of Central Government Services.

  • Includes basic support or manual support positions.

  • Group D is not anymore considered a separate Group D classification of Central Government civil posts.

  • The positions that were earlier classified as Group D are now placed in Group C after the Sixth CPC.

  • The State Governments and individual organisations may use different classification, so one must check the concerned rules.

Salary Difference Between Groups

In the 7th Central Pay Commission, the Pay Matrix is used for determining the salary of employees instead of a single salary amount for each group. The Department of Expenditure still continues to issue orders and clarification regarding the pay structure in 7th CPC.

For instance:

  • Group A: Most of the posts in officers category begin from Level 10 where the basic pay is ₹56,100.

  • Group B: It varies according to the posts and Level in the Pay Matrix.

  • Group C: The pay may be lower or comparatively higher according to the post.

  • Posts falling under Group D previously: They are mostly covered under Group C at the Central level according to the posts.

Keep in mind that the basic pay does not equal the in-hand salary. There are other allowances such as DA, HRA, Transport Allowance etc. that may increase the gross salary whereas deductions such as NPS, taxes, etc. will reduce the in-hand salary.
